Florida, like every other state, has numerous rules and requirements to meet before any license to drive will be issued. The process can seem overwhelming for some and that’s why we are here. The current requirements vary based on age, but generally there are four basic steps in the process to obtain your first learner’s permit or driver’s license in Florida:

Step 1 -Learn Basic Driving Knowledge: The first step is to learn the basic rules of the road as well as signs, signals, and markings. The best way to do this is by studying the latest version of the Florida Driver’s Handbook.  The handbook is available here for free in PDF format.  If you prefer, you can also learn the handbook information via a driver education course in high school (if enrolled and your school offers it) or through a commercial driving school (open to all ages). Once you have learned this important information, you can take the Class E Knowledge Exam (a.k.a. driver license or learner’s permit exam), which is a 50-question exam covering the road signs and rules in the handbook. The online version of the exam is only allowed to be taken by those age 14-17.  Those age 18+ must take the Class E exam in person at a driver license office.
Step 2 – TLSAE or DETS Course Requirement: The course that you need for this step depends on your age.  It used to be that everyone had to take the 4-hour Traffic Law Substance Abuse Education (TLSAE) course.  Effective August 1st, 2025, the TLSAE course is only required for those age 18 or older attempting to get their first learner’s permit or driver’s license.  Those age 14 to 17 are required starting August 1st, 2025 to complete a 6-hour Florida Driver Education Traffic Safety (DETS) course instead of TLSAE.  After this step you are eligible to go get your learner’s permit.  Vision and hearing tests will be administered when obtaining your permit.
Step 3 – Driving Practice: Step 3 also has different requirements depending on age.  Those age 14-17 must get their learner’s permit and then log 50 hours behind the wheel practicing, 10 of which must be at night prior to taking their behind the wheel driving test to get their license.  Those age 18+ are not required to get a learner’s permit and log hours, but are still highly encouraged to since it will help them get comfortable and more likely to pass the behind the wheel driving test.
Step 4: Behind the Wheel Driving Test – Those age 16 and 17, assuming they have already obtained their learner’s permit, logged the 50 required hours of driving practice, and held their permit for at least one year, are eligible to schedule an appointment at a driver license office or other authorized location to take the behind the wheel driving test, which is the last step in the process.  Those age 18 or older are only required to pass the TLSAE course and Class E Knowledge exam prior to taking the driving test, but again, we highly recommend they get their permit and practice driving first.
