What’s Changing for Those Under 18?

Starting August 1, 2025, Florida is swapping out the current TLSAE course requirement for a new program called DETS (Driver Education Traffic Safety) for those under 18 years old.  TLSAE will still be required for those 18 or older.

What Is DETS?

DETS is a safety-focused six-hour course that covers:

  • The dangers of impaired, distracted, and drowsy driving
  • Developing sound judgment and safe driving habits
  • Real-life scenarios and up-to-date statistics to help teens make smart choices 

How Does It Differ from TLSAE?

  • TLSAE is a four-hour course covering traffic laws and substance abuse effects on driving
  • DETS goes much deeper into driver education topics and safe-driving habits 
  • If you are under 18 and start a TLSAE course you must finish it by July 31, 2025 for it to be accepted by the DHSMV when applying for a learner’s permit.   

Getting Your Florida Permit—Steps for those Under 18 years old

  1. Complete DETS (starting August 1st, 2025; TLSAE accepted only through July)
  2. Pass the Florida Class E written test (50 questions, 80%+)
  3. Vision and hearing test at a Florida licensing office
  4. Document checklist:
    • Proof of identity (e.g., birth certificate or passport)
    • Social Security Number
    • Florida residency (utility bill, etc.)
    • Parental consent form
    • If testing online, parent proctor form
  5. $48 fee (permit + license)
  6. Make an appointment at your local FL Driver & Vehicle Services office to complete the process 

Why Is Florida Updating the Rules?

  • Florida wants safer, more prepared teen drivers
  • Their goal: Reduce crashes linked to alcohol, distraction, or poor driving habits
  • DETS is designed to help teens not just pass a test, but truly develop responsibility on the road

  • Can I still take TLSAE if I am under 18? Yes—but only if you complete it by July 31, 2025.  Those 18 years of age or older are still required to complete TLSAE.
  • When can I access DETS online? The Florida DHSMV will post links to approved DETS courses when available, which they hope will be sometime in July.
